download it on your oculus vr headset then open up mobile vr station.  Open it up and then go to local files, all folders, android, data, scoped storage actions and request access [step one] then click the quest 2 tab or quest 3 if you have one and then click download. next you find meeb pacific there you click the arrows.

ps every time there is a new update redownload the game.
